STARS Alliance LLC Finalized | PROS

After more than a year of transition and development, the STARS Alliance has completed the final steps necessary to establish a separate legal and organizational entity. Late last week, the chief nuclear officers (CNOs) of the seven stations that make up STARS formally signed and agreed to the formation of the Limited Liability Company.

This milestone followed formal approval from the U.S. Department of Justice on July 3 to establish the STARS Alliance as an LLC. The paperwork has now been filed with the state of Delaware, establishing STARS Alliance LLC.

Jim Becker, who served as site vice president at Diablo Canyon and has more than 30 years of industry experience, has joined STARS as its first president.

"Today, we have completed the final steps necessary to establish STARS as a stand-alone organization," said STARS Alliance President Jim Becker. "We are excited about the opportunity to leverage the strengths of our seven stations with a focus on improving overall performance. Our primary focus will be on initiatives and information sharing that benefit all member companies."

In June 2011, STARS leadership decided to form a legal and organizational structure independent of the Utilities Service Alliance (USA). One of the main reasons for the decision was that coordinating efforts among the seven STARS stations was considered optimal versus the combined STARS/USA structure of 17 stations.

"Our relationship with USA has been productive, and we are grateful for the beneficial results we've been able to achieve," said Becker. "However, we believe that STARS will maximize the strengths and similarities of our seven stations. Our team is focused on working collaboratively to drive operational, regulatory and financial excellence."

STARS Alliance LLC is comprised of 13 reactors representing more than 16,000 megawatts of generating capacity. All 13 units have large pressurized water reactors and are relatively new facilities with license expiration dates within a 12-year span. In addition, all stations are located in NRC Region IV. The STARS Alliance includes Callaway, Comanche Peak, Diablo Canyon, Palo Verde, San Onofre, South Texas Project and Wolf Creek.

Today's federal approval marks a significant milestone toward establishment of the STARS Alliance as a legal and organizational entity.

The STARS Alliance is composed of seven stations with 13 reactors representing more than 16,000 megawatts of generating capacity. The organization is focused on working collaboratively to maximize the strengths and similarities of the seven stations that make up STARS to drive operational, regulatory and financial excellence.

"We are pleased with today's decision and are ready to move forward leveraging our natural synergies to drive and sustain high levels of overall performance," said STARS Alliance Executive Director Tod Moser. "Our primary focus areas include continued enhancements to safety, increasing efficiency in station operations, performance improvement, sharing operating experience, training and standards. We are focused on initiatives that benefit all member companies."

The STARS Alliance includes Callaway, Comanche Peak, Diablo Canyon, Palo Verde, San Onofre, South Texas Project and Wolf Creek. All seven stations are Westinghouse pressurized water reactors located in Region IV. The newly formed entity will work to distinguish its identity and presence within the industry in regard to organizational structure, legal composition and flexibility.

There are several examples of the value of forming an alliance to enable single station companies to join forces and increase their influence and effectiveness. One of the most successful STARS initiatives is the Plant Aging Management Center of Business, which has enabled STARS members to pursue and obtain license renewal in a very cost-effective and efficient manner.

In May, the STARS Steering Committee announced that Jim Becker would join the alliance in late July as its first president. Becker, who currently serves as Site Vice President at Pacific Gas & Electric's Diablo Canyon facility, has more than 30 years of industry experience.

The STARS Alliance headquarters will be located in Goodyear, Arizona.

Becker, who currently serves as Site Vice President at Pacific Gas & Electric's Diablo Canyon facility, has more than 30 years of industry experience. He has spent the last 10 years in senior leadership roles at Diablo Canyon.

"Jim is a proven leader whose dedication and commitment is best measured by Diablo Canyon?s safe operating history during his tenure.?

The STARS Alliance - which includes Callaway, Comanche Peak, Diablo Canyon, Palo Verde, San Onofre, South Texas Project, and Wolf Creek - announced last year that it would establish an independent entity from the Utilities Service Alliance (USA).

"I am honored to join the alliance as its first president and wll be focused on creating an efective organization that is inclusive and committed to sharing best practices to enhance operational excellence," said Becker. "To that end, my first charge will be to develop and sustain meaningful and productive relationships with all members of the alliance."

Mallen named STARS Business Operations ManagerFrank Mallen has been named the Business Operations Manager for STARS. Mallen, who currently serves as a General Manager and Compliance Officer for STP Nuclear Operating Company, will relocate to the STARS headquarters in Goodyear, Arizona, and begin his assignment on May 1, 2012. In this role, Mallen will oversee business strategy; supply chain activities; finance; information technology; communications; human resources; and facilities for STARS. Last year, STARS announced that it would establish an independent entity from the Utilities Service Alliance (USA) with the objective of focusing on initiatives of greater benefit to the member companies. The announcement of Mallen to this position is part of the ongoing transition to an independent organization. STARS will establish a limited liability corporation (LLC) as the corporate structure for the new entity. The LLC is expected to be finalized in July. Mallen has been with STP for more than 20 years and has served in a number of roles including Assistant to the President and CEO. Mallen is a graduate of the U.S. Naval Academy and earned his MBA from the University of Michigan. Prior to joining STP, he served in the Navy's nuclear operations.
