Registration Still Open for Pelham Youth Rugby's Fall Program ...

Kids can still register for Pelham Rugby?s fall program, with practices set to start in mid-September. The program is run through Pelham Recreation and will be held on the same days and same times as last year.

Pelham Rugby is open to kids from towns outside of Pelham and is one of the very few youth rugby programs in our region.

Here?s the schedule for the Monday and Friday sessions:

  • 3:30-4:30 pm (flag for grades 2-5)
  • 4:30-5:30 pm (flag for grades 6 and up)
  • 5:30-6:30 pm (tackle for grades 6-9)

Elementary players will be eligible for Sunday tournaments at Chelsea Waterside Park, while middle school players will participate in Saturday tournaments at Randall?s Island. Jacksonville Mayor Alvin Brown has named his nominees for the Downtown Investment Authority.

The DIA legislation stipulates that six of the nine members must be a Downtown resident, a Downtown retail operator, a Downtown real property owner, a member of the banking or finance industry, a person with business management experience, a practicing attorney, a person with commercial real estate experience, an architect or an urban planner, according to the news release.

His nominees are:

  • Melody Bishop ? architect with Akel Logan & Shafer who serves on the A1A Florida Board of Directors and the Florida Foundation for Architecture Board of Trustees. Her firm is located in the Downtown area.

Modric thanks Spurs for Real Madrid chance

Croatian footballer Luka Modric has thanked the fans and his former club Tottenham Hotspurs after he joined Spanish giants Real Madrid in a deal worth around 35 million euros.

Modric also looked back over his time in London with Tottenham, who he helped guide to a fourth place finish last season. He said Wednesday that his move to Madrid was partly thanks to the English side, reports Xinhua.

"I spent four incredible years there. I would like to thank everyone in the club, the people who helped me in London. I want to thank the fans, because they treated me very well, they gave me a lot of affection and respect... it was a mutual feeling.

I want to thank my teammates too. Thanks to them I'm here now, and thanks to Tottenham as a club as well. I only have good memories from over there," commented Modric.

The Croatian midfielder, who will be 28 at the start of next month, spoke to Real Madrid TV about his hopes for his career in Spain, while also reflecting on his four years with Spurs and also his roots at Dynamo Zagreb.

"It means a great deal to me to join Real Madrid, because it's a great club. This is a club that always fights for all possible titles. It makes me proud and it is an honour to be a part of this club. I hope to be able to help the team to win the maximum number of trophies," said Modric, who was delighted to be able to work with Madrid coach, Jose Mourinho.

"It's incredible for such a good coach to want me. What's more, I was willing to wait until the last day in order to be here. I owe him everything and I really want to play for him and for the team," insisted the midfielder.

UCSF, Sri Lankan researchers credit adaptability of malaria control program

Despite nearly three decades of conflict, Sri Lanka has succeeded in reducing malaria cases by 99.9 percent since 1999 and is on track to eliminate the disease entirely by 2014.

According to a paper published today in the online, open-access journal PLOS ONE, researchers from Sri Lanka's Anti-Malaria Campaign and the UCSF Global Health Group examined national malaria data and interviewed staff of the country's malaria program to determine the factors behind Sri Lanka's success in controlling malaria, despite a 26-year civil war that ended in 2009.

Typically, countries with conflict experience a weakening of their malaria control programs and an increased risk of outbreaks and epidemics, the researchers said.

Chief among its keys to success was the program's ability to be flexible and adapt to changing conditions, the study found. For instance, to protect hard-to-reach, displaced populations, public health workers deployed mobile clinics equipped with malaria diagnostics and antimalarial drugs, whenever it was safe to do so. Likewise, when it was impossible to routinely spray insecticides in homes in conflict zones, the malaria program distributed long-lasting insecticide-treated nets, engaging non-governmental partner organizations familiar with the areas to help with distribution.

The program was able to sustain key prevention and surveillance activities in conflict areas through support from partner organizations and support from the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Otherwise, researchers found that the keys to Sri Lanka's success were the same as those deployed in non-conflict areas: rigorously and consistently providing interventions to prevent malaria among high-risk populations; proper and prompt diagnosis and treatment of all confirmed malaria cases; and maintenance of an effective surveillance system to quickly detect and respond to spikes in cases. Still, challenges remain.

"Sustaining the gains of elimination efforts and preventing resurgence is even more challenging today, especially in tropical settings such as Sri Lanka," said Rabindra Abeyasinghe, MD, the paper's first author, who led the research at the Sri Lankan Anti-Malaria Campaign. "In this era, sustaining the interest of partners and local decision makers, and ensuring continued funding, are becoming increasingly difficult. To avoid the tragic mistakes of the past, we must resolve to continue to devote the necessary resources and energy to the fight against malaria in Sri Lanka."

Sri Lanka has an extensive history of battling malaria, and nearly eliminated it once before. In 1963, during the era of global eradication efforts, the country achieved a low of only 17 cases, down from 92,000 cases in 1953. With funding declines and reduced spraying and surveillance, the country saw a massive resurgence to 1.5 million cases in 1967-1968.

Since 1970, Sri Lanka has worked to bring malaria back under control, with compelling success, the authors said. In 2011, the country recorded just 124 locally acquired cases - about six cases per million people. This reduction is particularly noteworthy, the researchers noted, given that much of the progress was made during the civil war.

"It is very exciting to document Sri Lanka's current progress toward malaria elimination, to add another chapter to our country's ongoing fight against the disease," said Gawrie Galappaththy, MD, a study coauthor at the Anti-Malaria Campaign at Sri Lanka's Ministry of Health. However, she said, achieving zero malaria will require continued investments and hard work.

"There is no silver bullet for malaria elimination," Galappaththy said. "Instead, it's a daily commitment to finding the cases, treating the patients and preventing transmission."

Today, even with the country's great progress, Sri Lanka continues to face hurdles in its goal of driving malaria transmission to zero. Total malaria cases have dramatically dropped, but the proportion of Plasmodium vivax malaria infections the more difficult to diagnose and treat form of malaria most common in Sri Lanka is on the rise.

Another challenge is the shift in the population group at highest risk for malaria. In most of the world, children and pregnant women are most at risk; however following the success of Sri Lanka's control program in protecting and treating these populations, the researchers found that the group most at risk today in Sri Lanka is adult men, particularly those exposed to malaria-carrying mosquitoes through their work, such as gem mining, military service and farming. Sri Lanka is developing new strategies to target these groups.

"Sri Lanka is showing the world how to eliminate malaria," said Sir Richard Feachem, KBE, FREng, DSc(Med), PhD, director of the Global Health Group and senior author of the paper. "The country has made extraordinary progress, reducing malaria by 99.9 percent in the past decade. And all this achieved during a particularly nasty civil war. With continued commitment from the country's Government and supporters, we are confident that Sri Lanka will finish the fight and become a malaria-free country."

GO*DO embody another growing trend: affordable indulgence. Using a 35g bar size keeps down calories (195 per bar) and rsp (?0.85). Bar flavours are all very Italian ? Dark, Milk, Almond,? Hazelnut,? TAMPA, Fla. (AP) ? His Republican National Convention curtailed by a threatened hurricane, Mitt Romney conceded Sunday that fresh controversy over rape and abortion is harming his party and he accused Democrats of trying to exploit it for political gain.

"We're 100 percent full steam ahead on Tuesday," said Reince Priebus, chairman of the Republican National Committee, expressing confidence the one-day delay would be the extent of the cancellations.

Despite concerns about the weather, a mammoth pre-convention celebration went on as planned Sunday night, attended by thousands of delegates and others who flocked to the Rays major league baseball stadium turned into a party venue in nearby St. Petersburg.

Priebus said Romney's nomination would take place on Tuesday, as would approval of a conservative party platform.

The former Massachusetts governor delivers his acceptance speech Thursday night before a prime time TV audience, then sets out on the final leg of a quest for the presidency that spans two campaigns and more than five years.

Polls make the race a close one, with a modest advantage for President Barack Obama.

For all the Republican attempts to make the election a referendum on the incumbent's handling of the economy, other events have intervened.

An incendiary comment more than a week ago by Rep. Todd Akin, the party's candidate for a Senate seat in Missouri, is among the intrusions. In an interview, he said a woman's body has a way of preventing pregnancy in the case of a "legitimate rape." The claim is unsupported by medical evidence, and the congressman quickly apologized.

Romney and other party officials, recognizing a political threat, unsuccessfully sought to persuade Akin to quit the race. Democrats have latched onto the controversy, noting not only what Akin said but also his opposition to abortion in all cases.

"Now, Akin's choice of words isn't the real issue here. The real issue is a Republican Party ? led by Mitt Romney and Paul Ryan ? whose policies on women and their health are dangerously wrong," said a recent letter from Debbie Wasserman Schultz, the chairwoman of the Democratic Party.

The party also posted a Web video that emphasizes the Republican Party's opposition to abortion and digitally alters the Republicans' "Romney-Ryan" logo to say "Romney Ryan Akin."

Interviewed on Fox, his comments broadcast on Sunday, Romney said the controversy over Akin "hurts our party and I think is damaging to women."

Romney spent the day in New Hampshire where he has a summer home. Aides said he was spending part of his afternoon practicing his convention speech with the use of a teleprompter.

Delegates marked time as the storm raked the Florida Keys to the south of the convention city en route to a projected landfall along the Gulf Coast.

"Somebody raised the prospect of marathon Monopoly. I favor the game Risk, but we'll see," said Tom Del Beccaro, chairman of the California delegation. I think people will just be ready for Tuesday and be pretty energetic then."

Hundreds of miles away, Romney said he was concerned for the safety of those who "are going to be affected" by the storm, which is predicted to worsen into a hurricane as it heads for landfall along the Gulf Coast.

In a presidential race defined by its closeness, Republican office-holders past and present said the party must find a way to appeal to women and Hispanics, and they said the economy was the way to do it.

"We have to point out that the unemployment rate among young women is now 16 percent, that the unemployment rate among Hispanics is very high, that jobs and the economy are more important, perhaps, than maybe other issues," said Arizona Sen. John McCain, who lost to Obama in 2008.

Former Florida Gov. Jeb Bush agreed, saying that Romney "can make inroads if he focuses on how do we create a climate of job creation and economic growth." If he succeeds, "I think people will move back towards the Republican side," Bush added.

Obama leads Romney among women voters and by an overwhelming margin among Hispanics, but he trails substantially among men.

The result is a race that is unpredictably close, to be settled in a small number of battleground states.

An estimated $500 million has been spent on television commercials so far by the two candidates, their parties and supporting outside groups, nearly all of it in Florida, North Carolina, Virginia, New Hampshire, Ohio, Iowa, Colorado and Nevada. Those states account for 100 electoral votes out of the 270 needed to win the White House.

Republicans have made no secret that they are eager to expand the electoral map to include Pennsylvania, Michigan, perhaps running mate Paul Ryan's Wisconsin and even Minnesota, states with 68 electoral votes combined.

All four are usually reliably Democratic in presidential campaigns. Yet Romney has a financial advantage over the president, according to the most recent fundraising reports, and a move by the Republicans into any of them could force Obama to dip into his own campaign treasury in regions he has considered relatively safe.

Making his case for the support of female voters, Romney said in the Fox interview: "'Look, I'm the guy that was able to get health care for all of the women and men in my state. ... 'I'm very proud of what we did."

It was a rare voluntary reference to the legislation he signed as governor of Massachusetts that required the state's residents to purchase coverage, the sort of mandate that is at the heart of Obama's federal legislation that conservatives oppose and Romney has vowed to see repealed.

Romney added that the state law was put into place "without cutting Medicare, which obviously affects a lot of women."

That was a reference to the federal law, which cut more than $700 billion in projected Medicare costs to help provide health care to millions who could not otherwise afford it.

Medicare generally favors Democrats as a political issue, but Romney has aggressively sought to cut into that advantage. He released a new television ad criticizing Obama's handling of the program with a catchphrase of "It ain't right."

The streets around the convention hall were crowded with police, National Guard and other security officials, who manned checkpoints in squads rather than individually.

A few hundred protesters gathered in a park about a half-mile from the convention vowed to make their point regardless of Tropical Storm Isaac. They set out large blocks of ice spelling out the words "middle class," and left them to melt on a warm, humid day, a gesture meant to signify middle class disappearance in a tough economy.

Bush and McCain were interviewed on NBC, and Priebus spoke on CNN.

Romney to feature personal side at convention

TAMPA, Fla. (AP) ? Mitt Romney is about to get personal.

The GOP's presidential nominee-to-be wants to use his four-day party next week in Florida to play up his life story following a summer filled with a barrage of TV ads ? courtesy of President Barack Obama and his allies ? that cast him as a ruthless and out-of-touch businessman.

He'll surround himself with his five sons, five daughters-in-law and 15 of his 18 grandchildren. Romney's wife, Ann, will play her biggest role yet. A parade of athletes Romney met as an Olympic organizer, such as hockey legend Mike Eruzione, will be on hand. So will doting parishioners he helped as a lay pastor in the Mormon Church in Boston.

From the stagecraft to the speakers' roster, the agenda for the convention that starts Monday is carefully crafted toward one goal: introducing Romney to the country on his own terms while projecting him as the leader the country needs in tough economic times ? and Obama as a failure on that front.

"We go to a convention and for the first time define Mitt a little bit better," said Ron Kaufman, a top Romney adviser.

Aides dismiss the notion that the former Massachusetts governor needs to repair a damaged image after a summer of negative ads and a recent string of missteps, including Friday when he waded into a debunked conspiracy theory by raising the issue of Obama's citizenship.

"No one's ever asked to see my birth certificate," Romney joked at a rally in the suburbs of Detroit while visiting his native state. "They know that this is the place that we were born and raised."

Romney later Friday in a CBS News interview said he had not intended the comment as a swipe at Obama.

Just a day earlier, Romney caused himself another potential headache when he said big business was "doing fine" due to off-shore tax havens. It was a comment that echoed a claim similar to one he had criticized Obama for making, and it also reminded voters of Romney's own overseas accounts.

In the coming days, Romney's team will put the finishing touches on a program that ? whether acknowledged by the campaign or not ? is intended to turn the page from a difficult summer. Among his hiccups: a foreign trip marred by self-inflicted troubles.

The convention will be Romney's most consequential shot yet to send a precise message to Americans: that he has the experience and resolve to strengthen the economy and the nation.

But Romney's challenge is that most people have an opinion about him. Just 8 percent of people in a new Associated Press-GfK poll say they don't know how they feel about him.

Romney's team appears undaunted.

"We look to tell all parts of the governor's story," said Russ Schriefer, a top Romney adviser who has overseen the details of the convention. "We can show that Gov. Romney is uniquely qualified to take on the problems that this country's facing."

The first three nights of the convention will be aimed at building the case against Obama ? specifically on his stewardship on the economy ? with speeches and videos featuring everyday Americans. Expect tough critiques from New Jersey Gov. Chris Christie on Tuesday and vice presidential candidate Paul Ryan on Wednesday.

As Schriefer put it, the plan is to "lay down the predicate and make the case why President Obama has failed."

Come Thursday, Romney himself will take the elaborate stage ? a Frank Lloyd Wright-styled set that Romney himself helped design ? with a speech intended to show voters that he's serious and thoughtful. He will defend his business experience, discuss his time as a church pastor, and highlight his record at the 2002 winter Olympics.

He's spent the past year testing and sharpening the stories he will tell in front of smaller crowds, beginning in the primary campaign more than a year ago.

Before he takes the stage, beneficiaries of the counseling Romney did as a lay pastor in the church will give testimonials about him.

In the run-up to the convention, Romney has started telling his story in earnest.

He wrote an op-ed piece for the Wall Street Journal this week explaining what he had learned as president and CEO of Bain Capital, a private equity firm he founded in Boston. The firm's dealings, including closed plants in key states, have provided fodder for Obama and Democrats.

Romney used the column to highlight the company's biggest successes. "A good idea is not enough for a business to succeed," he wrote. "It requires a talented team, a good business plan and capital to execute it."

The Romneys ? married more than 40 years ? also are featured in Sunday's issue of Parade magazine. And they sat together for an interview for Fox News Sunday during which Mrs. Romney makes pancakes. They were taping another interview Friday in the Detroit-area movie theater where they had their first date.

The importance of Mrs. Romney's role was underscored Friday, when Florida Sen. Marco Rubio, a rising national figure in the party, agreed to give up his prime-time speaking slot on Tuesday for the candidate's wife.

Broadcast television networks were not planning to cover Monday night, when she was scheduled to speak.

Israel accuses Iran of accelerating work towards atomic weapons

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu accused Iran on Friday of making "accelerated progress towards achieving nuclear weapons", adding that it was "totally ignoring" Western demands to rein in its atomic program.

Netanyahu made the remarks to a visiting U.S. congressman the day after diplomatic sources told Reuters that Iran had installed more uranium enrichment machines in an underground bunker, potentially paving the way for a significant expansion of its nuclear work.

"Only yesterday we received additional proof that Iran is continuing accelerated progress towards achieving nuclear weapons and is totally ignoring international demands," Netanyahu was quoted as saying by his office.

(AP) ? Mike O'Malley is 55; wife Sharon is 53. So what?

So they're on opposite sides of the age cutoff in Mitt Romney's Medicare plan, and that could create a bumpy transition for the suburban Chicago couple and others like them. It would be the difference between being in the traditional program for the elderly and a less certain future.

As the issue rises in importance in the presidential campaign, it's leading to inevitable comparisons for couples and siblings who are just a few years apart ? and sometimes perhaps a touch of envy.

The proposal came from Romney's running mate, Wisconsin Rep. Paul Ryan. But Romney has largely embraced it, throwing a brighter spotlight on the question of whether and how to revamp the retiree health care program.

Ryan wants to reshape Medicare for future retirees ? anyone 54 and younger ? while people 55 and older would get Medicare in roughly the same form as it exists today.

Starting in 2023, new retirees on the younger side of the line would get a fixed amount of money from the government to pick either private health insurance or a federal plan modeled on Medicare. Ryan says that will keep the program solvent.

Looking at the O'Malleys can help explain how people of slightly different ages would be affected.

Under Ryan's plan, Mike would qualify for traditional Medicare in about another decade. Nothing would change for him.

"So I'm covered," Mike O'Malley says, adding that Ryan's proposal is "a catalyst for thought."

But Sharon, in the new program, would have decisions to make. Whichever way she chooses, eventually she might have to pay more for health insurance than Mike, if costs grow faster than the amount the government provides.

"I'm going to be the one who's not going to have the health care," Sharon O'Malley said. "It makes you nervous when you pay all this money into the system and it won't be there when you need it."

Backers of Ryan's approach say people like Sharon O'Malley should not worry. They say the plan should unleash a wave of competition that wrings waste out of the health care system and delivers quality care at affordable prices.

Given the popularity of original Medicare, however, many experts think the Romney-Ryan overhaul will be a tough sell ? like former President George W. Bush's ill-fated attempt to introduce private accounts to Social Security.

"Any change is viewed with skepticism, and that is just a starting reality for most people," said John Rother, president of the National Coalition on Health Care, a nonpartisan group representing a broad range of players in the health care system.

Indeed, even a majority of Republicans ? 55 percent ? prefer the idea of keeping Medicare as it is, according to a recent Washington Post/Kaiser Family Foundation poll.

"Most people are not thinking of the role Medicare plays in the federal budget," Rother added. "The idea of (Medicare) insolvency is an abstraction. What matters is, 'It's there for me. It works. I can count on it.' The idea of change is a threatening idea, particularly if it's couched as being necessary to fix the federal budget."

The O'Malleys have been married 30 years and consider themselves political independents. They both voted for John McCain in 2008. Mike owns a travel agency. Sharon is a nurse. They have three grown children and have put away some money for retirement. She worries their savings may not be enough.

As she imagined what Ryan's vision of Medicare might be like for her, Sharon said it could be confusing to shop for insurance among multiple private plans. In her job, she already sees elderly patients flummoxed by the Medicare prescription drug program, which offers seniors a choice among many different plans.

"I truly think they make it very difficult for Medicare recipients to know all the rules of Medicare," she said. Nearly four in 10 seniors, including younger members of the baby boom generation, would be in the new system by 2030.

So far, most of the debate about the Romney-Ryan proposal has focused on financial risk for future retirees, the chances that health care inflation would outrun the fixed insurance payments they would receive. If so, an older spouse on original Medicare might have to cross-subsidize the younger spouse on the new plan.

Bonnie Burns, who has spent more than 25 years counseling Medicare recipients about their benefits, says it could give rise to a new sort of family dynamic: health care envy.

"I think it would be part and parcel of whatever other family tension is going on," said Burns, who works with the nonprofit California Health Advocates and is based near Santa Cruz.

But complexity is the biggest potential problem that Burns sees.

The guaranteed benefits the new plans would have to offer haven't been spelled out, or the rules to prevent marketing abuses, or consumers' rights in disputes with insurers.

"This would split everything wide open," said Burns, "None of the components would be the same."

The private plans currently available through Medicare are closely regulated by the government, so "there hasn't been a big dispute about what is and is not covered," said Burns. It's not clear whether Romney-Ryan would tighten the rules, loosen them or keep them the same.

And she does worry about the financing.

"What do we do if we end up with a whole bunch of old people who can't afford their premiums?" asked Burns.

Mike O'Malley said he brought this up to his oldest son, who is an Obama supporter. They discussed the Ryan-now Romney Medicare plan over a recent dinner.

He says he told his son he was getting the bad end of the deal "because I'm going to die and you're going to have to take care of your mother. He goes, 'I hope you leave us a lot of money.'"

The preparations had taken days. Little paper lanterns in a myriad of colors perched delicately on porch rails and swung from thin strings that stretched across paved streets, giving the city's center a bright, colorful wash. Vendors had closed down for days just to prepare enough stock for the onslaught of distant travelers and illustrious scents poured without ceasing from bakeries, confection shops and small restaurants even though the sun was down and the hour was late, for the city was still very much alive. Dogs, pets and strays alike, roamed the streets looking for affection from children or scraps of well-prepared meat from overstuffed patrons who sat outside at metal tables along the road.

For Hadian Torzinei, this was an overwhelming affair. He had never seen such a display of color in his life, at least, not in as many shades as he was seeing, then. He remembered when he was younger seeing flags and banners and lights hung around the capital of his home nation, Azurei, to celebrate the coming of summer and the end of the harvest season. But in Azurei, it was all a wash of dusty indigo and white. He'd never seen so much red, orange, green, yellow, purple and pink in one place. He liked listening to the different languages spoken around him, though one, which he knew some of, seemed to be common amongst everyone. And the food! He didn't have very much money--just a few coins--but he found that people were more than willing to share their leftovers with a scruffy, grinning boy. By the time the sun set, his stomach was full and his fingers sticky with peach jelly and cinnamon sugar. No one cursed at him or chased him out of shops but instead were relatively receptive and friendly to him. In fact, when he wasn't entertaining onlookers at the city's capital building (which he heard referred to as 'town hall'; he guessed it was something like a capital building anyway) by walking across the patterned red-brick square in front on his hands with his feet in the air (sometimes people would offer him small coins, which he'd take between his airborne toes for added entertainment value), Hadian canvased bustling hotel buildings and cafes to listen in on stories and gossip from far off travelers. Hadian wondered to himself why he hadn't come here before.

The merriment had a purpose, one which the young Azureian was interested to see. Every year at the first signs of summer, the three nations that shared the landmass sent people to the capital city of the Rhylean nation--a rather central location--for a political ritual Hadian wasn't sure he fully understood. He asked a woman seated at one of the cafes once why there was such a gathering; though his ability to follow the common language was rusty at best, he surmised that tomorrow's ceremony was a holiday celebrating the end of the wars and the beginning of peace between the neighboring nations. Perhaps that's what he didn't understand; he knew the wars were over, but he also knew peace was still a distant target, at least in his experience.

But as strange as it all seemed to him, Hadian didn't trouble himself with it much. There was good food to eat, sights to see, and stories to hear, and all night to do it. In the morning, he'd find out what this ceremony was all about, but for now he was content to roam the color-splashed streets, enjoying the warmth of the bricks against his liberated feet as he took in the majesty of the city around him.
